Heat the olive oil in a saute pan over medium heat.
Add the garlic and rosemary.
Cook, stirring, for 3 minutes. The garlic should be browned.
Transfer garlic and rosemary to a bowl using a slotted spoon. Reserve the oil in the pan.
Sprinkle the fish with salt, pepper, and paprika.
Add the fish to the pan and cook for 3 minutes on each side. Flounder is a very delicate fish, so take some care when flipping the fish. If it breaks apart, oh well. It will still taste good!
When finished cooking, add the fish to individual plates. Top with even amounts of the garlic and rosemary. (I preferred to take the rosemary off the sprig. You can keep it on if you like. Serve with lemon wedges.
